The government has introduced a ‘gender impact analysis’ and a ‘gender-sensitive budget’ to ensure that gender equality is applied to policy implementation and budgeting. Japan has introduced affirmative action in the administration but stopped short of forcing private business to do the same. The Korean government was more radical in being the only one of the four countries to have introduced affirmative action measures in private business in its revised EEA that took effect in 2006. 23 It made all public corporations and companies employing more than 1,000 workers (500 workers since 2008) that are government contractors subject to an obligation to draft and plan recruitment objectives and timetables for female workers. 24
