What to do about the awful decent barracks mood debuff?

There's nothing you can do about the "Awful-Decent Barracks" mood debuff for now, but see if there are any easily addressable debuffs, like a nudist wearing clothes or a brawler with a ranged weapon. Try not to give them commands right now or they will get the "disturbed sleep" debuff. Allow them to wake up naturally.
