You go to the top of one of the guard towers immediately across from where the sniper is. Use your zip line tool and zip across to where the sniper is. He will prob see you so make sure you are quick to take minimal damage

An alternate method, if you have the remote-controlled Batarang is to go somewhere out of view of the sniper and throw it. Guide it to hit the sniper and he will be down for a short period, giving you a brief window of opportunity to reach him before he gets back up to shoot you.

Where is the security door in Decontamination?
In the northeast section of Decontamination is a security door. Hack it with the Cryptographic Sequencer (once you get it) to gain access to the office beyond. Climb up the ladder to score a Riddler Trophy.
Where is the security door in the cell block transfer?
Hack the security door at the northeast end of the Cell Block Transfer -- you'll need the range extension to do this since it's on the back wall of the office. Head up the stairs and grab the Harley Quinn Interview Tape on the computer terminal.
