Otherwise, the "magic number" to really aim for is a third-level qualification (for example, GP III, Treatment III, Diagnostics III) - I've determined that this level can just about handle most anything the hospital throws at it. The fourth and fifth levels simply make the staff even faster, and are more appropriate for the higher-difficulty diseases. But in general, for your average doctor, take 'em to three, and then do something else with the other two slots if you want to keep them around.
